Actually I think it is a mod trials bike. Ant to the note you want to keep your weight down right? so this makes a bike controversy. but different Hugh?

Looks like a Large Marge rim with a tyre that's not wide enough for it. The builder presumably liked the idea of really fat tyres like the Endomorph and then discovered they wouldn't fit between his stays.
