Dont agree with this as the way foreard but as so many motorists and people are encouraged to hate cyclists today, motorists should be charged to cover cycling proficiency training for ‘themselves to get a driving license and kids’ so all road users understand how to behave with bikes on the road. Id also suggest the charges ( levy on fuel costs ) cover an annual free safety inspection of bicycles. How much would this cost £100pa ? Of course motorists would complain but its in their interests plus it woukd drive more business to struggling bike shops. Kids and Yoof dont have much money, so the cash to support this must come from somewhere but in the most sensible way.

Now, I don't know the background but let's say there has been a shed load of bad press recently about yoofs from this school terrorising the neighbourhood. Maybe this is the schools way of saying to the community at large - OK then, you tell us who it is and we'll deal with them. And if you cant, lets stop slagging off our pupils.
Assuming a school uniform policy is in place its virtually impossible to identify an individual. As a mischievous yoof, if you know that there is little to no chance of you being identified then theres no comeback, you can ride like a tit, spit at old ladies, run into the road, throw rocks at cats etc... But lets stick to cycling.
So lets say that theres a record of accidents and near misses on the local roads and a pattern of those involving commuting school pupils has got the grownups worried. I think its an attempt to get the kids to take some personal responsibility. If they can be identified it makes it personal to them. It gives them the potential of consequences if they deviate from the accepted behaviour, in this case riding appropriately for the surroundings. It would help the community and school to target interventions at the appropriate individual.
Maybe I'm wrong, and I can't see it working anyway, but lets say there is a reason they are trying this and they are not just finding things to do to pi$$ off their kids.
And as has been said more than once, I can't see this sort of thing encouraging more kids to cycle to school!

The biggest problem on London's roads are the car drivers
had a new arrival speed though red lights on zebra crossing a couple of day ago..
missed me and three others by inches , phone stuck to head and totally oblivious she swerved the bus who had stopped at red to get by..
And
Had woman beeping her horn at me waving me off the road .while cycling home on my street. she wanted me off the road ,poor girl must of been in a hurry. cultural enrichment at work .
As for number plates the police cant even catch the moped gangs
who ride up spray drain cleaner in your face to grab your phone or hand bag, my friend got a early call 1-am from a neighbor telling him
a group of youths were stealing his moped.
my friend asks neighbor did you call the police ,
the reply was yes ,theirs 2 wpc's in a car outside just watching ,
too shit scared to intervene , the bike was stolen
this is the reality of London and it suburbs ...

I had something similar with my kids riding to school.
I pointed out that it was my responsibility alone to get them to school - and if they considered it to be their job then they should nominate a member of staff (suitably CRB checked and trained) to collect my children at 0830 and walk them. Likewise I expected a member of staff to escort them home.
Cure the sound of reverse gear being rapidly engaged!!!
It's all a load of bo//ocks and the school has little they can do about it.
