Perhaps they are to re-house the millions that will be made homeless if a large earthquake hits the Shaanxi region. There was a program on the BBC4 last night about earthquakes, the most deadly quake ever took place in the same region killing over a million people (because they lived in caves dug out of the soft silty soil). These days 40 million Chinese live in the area mostly in similar caves.
