when I was younger I did gnvq level 2
while on work placement a car came in that had been sat for years an I had the same problem
I used an airgun but it was a 3/8 airgun not vey powerfull when the boss saw this he wasn't happy however if you were to use a strongbar the problem you have is due to the angle it is used it will probably cause the plug to snap
it was a 3/8 drive air gun (probably not strong enough to undo a wheel) used with extension bar an important hexagon socket
I m not saying this is the correct way but it worked for me
