Let's say you were going to build a bike from bits, such as can be found on ebay, and want to do a cositng.

Are there any parts missing from the list below?

This is all I can think of too. Mind you, I built my Saracen from scratch and just bought bits as and when I could afford them. I picked up bits I had missed along the way.

Bar ends? If thats your sort of thing.
 
Cables (brake & gear) and rim tapes are the stand-out items missing from that list for me. Also brake pads if the brakes don't already come with 'em.

Crank bolts
Disc mount bolts
Disc calliper adaptor for fork (typically!)
Headset spacers
Fork star nut
Blanking bolts for bottle cages (and cages perhaps)
 
cheers and ok, so ive got the most expensive parts. those over a £ 5ver - gear cables are kind of assumed to be part of the shifters.

(brake adapters should be on that list I guess)
 
already mentioned some but bottle cages & bar ends could possibly go on a misc. line if you wanted them as could cruds, toe clips, bar plugs (if not included with your grips) & a chainstay protector. if its a fresh build, you may also want to think about a tube of grease too - it still costs money.

for me, the big one you missed was cabling, it can easily add an extra £20 to the budget if your getting half decent stuff.
