It's tig welded.

Not easy given the varying form of the weld on bike frames, from right 60 degrees under the down tube to almost flat on the tube sides. Add to that the thin walls, and it's very unlikely.

Most of this fancy cup walking is done on 1/2" thick circular tube flanges and long straight internal angles. Two matching mass and form parts on either side of the weld.
These give very predictable heat control and pace, unlike welding 0.6mm wall steel tube ends onto thick BB shells and head tubes etc.
