So could that be done on a bike frame, or are tube thicknesses too narrow?

Not easy given the varying form of the weld on bike frames, from right 60 degrees under the down tube to almost flat on the tube sides. Add to that the thin walls, and it's very unlikely.

Most of this fancy cup walking is done on 1/2" thick circular tube flanges and long straight internal angles. Two matching mass and form parts on either side of the weld.
These give very predictable heat control and pace, unlike welding 0.6mm wall steel tube ends onto thick BB shells and head tubes etc.

The nicest stuff like this you'll probably see on a steel bike frame is from Eric Baer at GroundUp Speedshop in Colorado.
He does a lot of sub-contract work in Ti and steel as well as his own bikes.

His heat control, shielding and co-ordination are amazing..also seems like a great guy who loves his cat:
