It´s not only 21" MC1 -frame I have seen.
I think Klein decide to do 21" for MC2 frames and started to do it allready late 1993 for MC1 models.

That's probably because they didn't have the tires available in large quantities when they made the initial parts specs & shot the catalog photos?
