That headtube looks small to me (i.e. not 1 1/4") whats the serial number?

Look inside the rear chainstay or seatstay and theres a number punched into the frame. it'll look like this:

5 18 0193 4373

This translates to (in my example)
5=135mm droputs
18=size
0193=date made (so January 1993 in this case)
4373=batch number

Yes, a 1992 M700...the colour (was) Black with blue/pearl Hyper-Highlight....something your powdercoater will struggle to replicate. That's a massive frame, how tall are you?
