If you look at the logo you can tell it's 97-99 frame. My guess is a 97 F1000 cad3 (first cad3 frames came in 96/97 on top models). If your frame says cad2 then my theory is wrong but I must be very close.

That frame was indeed used in later years on lower end models and mid range models such as a F700 yes. And there was a 99 F700 in blue matte yes. Problem is that the above picture shows a F1000 otherwise I would tell you were right.

just check serial number beneath BB. First letter shows you the year
