not sure which bit you mean but could possibly help if you got a pic. I have just given away a brand new full headset to a guy at work but he only needed the locking nut

It's basically the part that fits up the bottom of the head tube. That then sits on the bearings on top of the fork.
I wasn't sure what it was called but according to Sheldon Browns website here http://www.sheldonbrown.com/gloss_ha-i.html#headset "lower head race" is what it's called.

i would say bottom cup, will get hold of him and see if he needs that bit
