Why not build a 46er? I did a rigid one for my daughter because I couldn't find either - she loved it.

I have a set of black steel 24 inch disc only forks. As new, removed from an airnimal Joey as I had some custom pace rc24s made for it (not for sale).

I think you can get exotic carbon v brake forks in 24 inch size. I ran 26 inch disc forks with 24 inch wheels. You could get some rc31s with mounts and drop them down.

Other options are onza trials forks.

Came across these on ebay last night.

You could run them up the other way and get a 26 inch fork to run v brakes on 24 inch wheels in theory.
