really small bike with 26" wheels

my twin sister is looking to buy her first bike as an adult, she's not looking for high spec or fancy equipment but she is tiny and needs a really small frame so looking at 14". i guess maybe a kona or GT who both did 14" would work? or has anyone got anything in that size?
Budget of around £130

Look at on one too , had the same issue with my wife and ended up with a 14" Inbred , annoyingly she no longer seems to use it !!!!.
