Quill stem angle

Gentlemen, and ladies, what angle of quill stem should I be looking for to have it parralel with the top tube / ground?

Is it the standard 73 degrees?

Yes, 73 degrees will give you approximately parallel to the ground on most road bikes.

(most are between 71 and 74 degree head angles.)

TBH, That's about as good as it gets. Anything else you get will be similar.

3TTT Record stems have deeper angles than Cinelli, and Nitto do a 90 degree.

Usually they are between 72-75 degrees.

I managed to get hold of a Cinelli Oyster Stem that is far more relaxed, but now I have a 2 vintage 3TTT record stems knocking about, one being NOS!!!
 
I don't know the old 3TTT stem range, but could that be a track specific stem like the Cinelli Pista:

The standard road 1A was 73 degrees, the track one only about 65 degrees. That would give you an 8 degree forward slope. Looks about that.
