Tapered forks/headset

...just a quicky are tapered forks a standard size top and bottom? Can you just buy headset cups or do you need to get the whole headset?

Having measured the headtube on the frame its 44mm top and 50mm bottom and the forks are 1 1/8" top of the steered and 1.5" bottom....

Your going to have to be patient with me I'm struggling to get my head round this! The frame has no headset or cups in it at the moment a 2012 Santa Cruz Highball Alu. The forks are Fox Float 29 Evolution series...they measure in mm 28.57mm at the top but 39.75mm at the bottom...
