charge duster steel frame

I am looking to get some advice about my charge duster frame, which I am trying to sell. I have noticed what appears to be something on the downtube, I am sure its paint related as it seems a strange place if it was a crack (not on a weld or mass stress point). So I am just trying to guage what people think of this and put my mind at ease.

is that on the underside of the downtube?

it is the underside of the downtube, i looked at again and seems like a scratch

see if it will polish out if it looks like a scratch, maybe it's just a scratch in the light coloured paint that's got muck in it? maybe a bit of T-cut used carefully might help?
