Odd issue on a Hardrock Sport

Anyone seen this before?

Odd one this. Guy I work with has a Specialized Hardrock Sport from 07 and finds his wheels are getting glued up. When looking at pictures of it there is a hell of an offset on the thing both front and rear.

How do we sort this one out?

Fit the wheels reversed left to right to check if it's a dishing issue, unless you have a dishing gauge to check them with?
 
I don't have a dishing gauge but seems a reasonable idea. I just cannot get over the line of these wheels.
 
If the wheel reversing check doesn't show up any real dishing error then next to check is that both wheels fit completely into the dropouts and aren't being obstructed by paint or, judging by the look of the thing, dirt build-up.
