New headset? Cups properly installed in the frame?
New fork? Crown race properly installed on the steerer?

Even a tiny gap between cups/frame or steerer/crown race can be felt when you put it together.

Make sure there is enough gap between the top of the steerer and the stem too.

What was the fork TT? rigid or sus?
Rigid would point towards the headset being loose[not enough preload]
Sus would point towards the same HS issue or possible worn bushings
Fingers X'd its just a headset issue :?

Though i would say theres usually a bit of play in the brakes :? so could very well be nowt to worry about.
