$1200 to make you bike less efficient.

I think I invented something similar at a much lower cost, which I called 'Knackered Wheel Bearings'

Wow, a solution that needs a problem. How about putting a rubber band on your handlebar so that the brake drags? Or putting the bike in a higher gear?

adds minimal extra weight to your bike

Who cares if the whole point is to make you go slower? :?

Spend the $1200 on more pies, fries and supersized mega-whopper-happy-mcmeals, that'll make you go slower.

I use an older invention called welly.

If I want more resistance training I give it more 'welly'

Works for me. No extra weight. No extra cost. Added benefit of reaching your destination faster.
