Is it possible to buy one of these I ve seen 1 1/5 - 1 1/8 but never 1 1/8 to 1"

It would need a a crown race for the lower an a shim for the top

Tapered or reducer?

If reducer then headtubes shims are readily available then just fit your choice of 1" headset.

You can get reducer cups for the headtube, then just fit a 1" headset.

Obviously you'll need 1" forks.
