have cassette and brifters what can i get away with as i buy bit by bit
chain deffo
but what about mechs and chainset as these are 8 speed claris

Chainset will work fine - I have used an 8 chainset on two bikes now with no bother.
Assuming you are using road shifters you should be fine - Shimano kept the same cable pull ratio for 7/8/9/10 on road - only for MTB did they change things at 10 speed.

9 speed mechs are fine, same geometry.

Only "issues" are around chain width, 10 is slightly narrower than 9 and 8 so you might have issues with the width of the cages on front and rear mechs. It'll still work, but may be impossible to get perfect. And it'll be "less good" with older/more worn kit. (Should still work though)

Also, chainring spacing on 8 is slightly wider than 9 and then 10, probably in the order of 0,25mm between the three so not really enough to hurt unless you are a perfectionist.
