I wondered about the size, effective top tube is 23" on a 16" frame :? Seems long to me, but when you see the height the post is at it looks like the seat tube is too small. I wonder what height the seller is? Of course its custom so anything goes.

Certainly a thing of beauty and I got pretty close...

Sadly the seller is about 6" shorter than me and even with a 23" effective TT it just wasn't going to work

...maybe for the best :(
