Note it's just the TT & DT that's 853.

I thought they weren't allowed to put the sticker on a tube that wasn't 853? But their website confirms what you say. 520 ST, 4130 rear triangle.
 
That's probably down to the seat tube being the "normal" mounting point for most reynolds material stickers.

They are totally up front about the construction, and a good selection for each application point.
