FCI = Federazione Ciclistica Italiana, the Italian cycling governing body?

Maybe some sort of approval for use in an event...looks like it's been stuck over some well used and tatty old Shoei QA stickers, so not production QA.

What I thought it could be, the seller is Italian so possibly his old race helmet
