'95 Kona Kilauea

That listing screams "Run Away!" to me. Feedback is not especially good (99.7% is sometimes quoted as the threshold for a good seller) and who would clean a bike but take the photos first?

Is this a white powder coat with replica decals?

You can usually see the edge of the vinyl with replacement decals, but I can't see anything in this picture.

I’ve never heard that. Can you link the source ? As mathematically that’s impossible until you reach a certain number of positives. One negative on a 600 positive puts you below that as per this seller.
 
It even has the (british standard?) sticker at the base of the seattube… if it's a fake, it's been done remarkably well!

It says "Mountain Shock" at the back but on my 95 Kilauea it says "Race Light". I don't know much about old Konas and decals etc though.

They came with either version of decals. The bike was available with the option of Marzocchi XCR, or Triple Butted Project Two forks, so presumably the two versions of decals were to accommodate this.
