It may be Titanium, certainly looks like an MT3 frame going by the headtube rather than the earlier steel bikes. Wasn't there one up for sale not long ago where the guy had got a replacement frame under warranty painted by Raleigh to match the Sentinel it replaced?

The only thing that got me wondering was the head tube tbh. I don't remember these older bikes having the non gusseted head tube but they may have changed them late 91 as they transitioned to the 92 style. It's frame decal is 2055 tubing so definitely steel.
I've got a copy of the 91 dynatech brochure at home so will have a look at it when I get a chance and post up a pic.
