Has the Lacquer been caught somehow when it was still soft after new paint...? Seems hard to believe the painter would leave it in a mess like that, especially given who he is suggesting painted it. I'm glad its too big for me, but that finish isn't too clever.

Looks like a ‘too impatient to do lots of fine layers & let it dry properly’ DIY job.
