What the hell is going on with the cable stops?

They should run at across the top of the top tube, no down the side....Very Odd

I thought that too.
Also a headtube that long would suggest a 21" frame

The more I look the more I worry...

Dropouts are wrong, wishbone rear stays look to be ovalized rather than round, looks to be a gusset on the underside of the down tube but hard to see, welded seat clamp....

Maybe a Rock Lobster?

Ain't no Bonty though...
