My '89 CR7 (bought new BITD) came with a 160mm stem as standard. I've still got the stem in the garage somewhere.
My first mtb came with a 130 quill stem. 18" frame.
Second one had a 135 stem. 16" frame.
I'm only 5'9". So i'd say people almost certainly were tall enough. One guy i used to ride with back then was 6'5".
FWIW, the 210cm guy i ride with now rides the biggest frame he can find (about a 24" in old money) with a 120 stem on. Very unfashionable. But it looks about the same as everyone else's 60/70/80.
