Don't think that's an Overbury's. Nice frame, though. Probably bought in, as I don't think Weigh ever built his own.
AFAIK 90s Pioneers always have the full arc rear brake hanger, not that single sided Takahasi one.

I always get them mixed up with the Takahashi pump peg
