Looks like a 21 to me. Not a 19, I used to have the same year clockwork and colour scheme, and it was 19 inch, and that definitely appears a far bit bigger visually.

Defo 21" and I'd call it as a 93 as the colour was introduced in 1992 for the 93 model year and ran though 94 although by then the tubset had changed. That's not to say all 94's were own brand tubes though.
Seems a reasonable price but with the way the market is I'd expect to pay similar for a complete bike if bidding in a straight auction.
