Looks like an Alan frame. Looking at the angles and the bb height, it was never designed for that length of fork :)

I've never seen the British Eagle, but didn't BE simply swing their decal on an Alan frame?

There are more who did that. Guerciotti for example :)

Might have done but it would explain why they didn't put their name on it they were really bad and very thin walled.
