Hi mate, def not as big as 19.5

On the vintagecannondale website, they have a 2000 brochure and they are available in size L - 18" but I'll measure to be 100%

Definitely 18" centre bottom bracket to top of seat tube.

This will be on eBay tonight if it doesn't go here.
