Rare Norris Lockley Bespoke of Settle, Bit of a Bargain

Blimey, these don't come up very often. I'm not sure if Norris frequents RB but it would be interesting to know if he's seen this. I think there were a few 'fakes' floating around at one point but this appears genuine.

Please forgive my ignorance....
What is bespoke about it apart from the stickers ?
22" square is a very standard off-the-peg frame size
