There was a time (as there appears to be now) that people mounted brakes on all manner of sides and places with the belief that it would improve aerodynamics or reduce extra brake outer length (especially on bigger bikes) and give a cleaner cable line.

I'm not a fan of the colour - looks a bit flat - although that is subjective, but, it does seem a shame not to have had some lug-lining carried out.
 
The rear caliper is that way round because the top tube cable stops are on the left hand side and the brakes are designed for cable stops on the right. Wrong choice of callipers and schoolboy error IMHO.
