Looks like a real hotch-potch, dunno if it's a bona fide CX frame though but looks the part despite suffering the fate of ending up as a single-speed town bike. No guard eyes or braze-on rack mounts so probably not a re-hashed tourer, but it does have 2 pairs of bottle mounts which seems odd for a Raleigh 'cross bike of that era compared with the sort of rig Messrs. Douce & Clarke rode. The derailleur cables are down-tube routed rather than top tube, but that's not unknown on a pure CX frame. Tubing appears to be either 501 or 531 based on the colour of Reynolds decal.
A wee bit of a puzzle (any thoughts, Raleigh gurus?) but could potentially be a good project with a bit of TLC.
