I worked in a bike shop in 1978 that sold Falcon bikes and what it is doesn't spring to mind. Not a San Remo with those fluted seat stay caps.
 
Total lack of braze ons was typical Falcon, the pics don't show much fine detail of the lugs etc. Does the 531 decal have stars?
 
Yes, I can see the stars on the decal.

Yes, lack of braze-ons was a big feature although the front fork light bracket was a long-lasting feature of many of their frames.
