It's to fit Specialized threaded forks, so would imagine it's ISO, but the forks were probably made in Japan, so it could be either...!

Is there more than one standard for 1-1/8" headsets, and if so, where can I find the specs?

Unfortunately not. JIS headsets are pretty common on older Japanese-made bikes. The threads are the same as ISO, but the press-fit dimensions (especially the crown race seat) are different.

My Japanese-made '92 Stumpjumper Comp was JIS. I don't know about the later bikes with 1" headsets, but I imagine anything Specialized made in '92 or before is going to be JIS.

The threads are all 24tpi. The simplest dimension to check is the crown race seat - 27.0mm for JIS, 26.4mm for ISO:

A JIS frame and fork can be milled quite cheaply to take an ISO headset.
