I think I have a 130mm with no top cap that I have no present use for. The shorter stem would suit better anyway and the top cap problem will keep for another day.
Yes, though I am uncertain of the angle. It is quite low but not a zero rise. I am just west of Reading. You over this way any time? Failing that there is always the post.

Think post would be cheaper even for us being so close.
