For camping I need a largeish (20" or thereabouts) frame with plenty of mounts (mudguards, racks, water bottles).

An older lugged steel MTB would be ideal: any big old 531 frames out there -- Raleigh, B. Eagle, etc.? Or Japanese - Kuwahara, Bridgestone, Panasonic?

It's going to be drop bar, so big head tubes and ungainly gate-ishness not a problem.

The Cannondale in my sig. (frame forks and brakes) is up for grabs as a swap or part ex.

Fisher Montare? Around 1986 I think and has chainstay rollercam mounts. 19" c-c with a 22" top tubtube

Those might work: do maguras use ubrake posts? The big lugged raleigh sounds like it might be a goer: what tubing is it?
