you don't need a seal press, you just push them wiper in or place the oil seal on the stanchion stack with the rest of the stuff.
But if you wanted to press the wiper in, use a socket set or large plastic tube (waste pipe).
Puller, I assume you mean the brass twisty thing.
if you can't get one, use lots of air pressure (with oil in) to blow them apart, works more often than not.
or work out a way to push against the crown with the lower leg held rigid.
you can make a stanchion clamp out of wood etc or a crown clamp...
