They are more popular on the continent in Germany/Denmark/Holland etc.
Never seen one in the UK and you have to be well fit to get them up to respectable speeds despite the streamlining. Best suited to nations with miles of dedicated cycle path. You'd probably get lifted by the Polis for causing an obstruction on UK roads with one of those. Most famous European brand is Leitra, they can be fully enclosed with windscreen wipers, full lights/indicators and electric assist.
