Are the down tube and top tube a strange fluted shape or is it just the paint?

Yep, the top and down tubes are the clover leaf shaped Gilco tubing

You are probably already aware of this but the fork is definietly bent.

I'll try and drag out some period CX photos of a similar bike for you.

Out of all the stunning bikes on RB this is the one I would love to have in my fleet. 8)

Wouldn't a good steel frame builder be able to 'correct' the forks without needing a re-spray?
