Vintage bike identification for refurbishment project

I recently purchased this bike and am having trouble identifying the manufacturer. It has J1998 stamped on the rear. Any suggestions gratefully received! Thanks, Chris.

Yes it is a boss for a lamp bracket, most commonly seen on bicycles of the 40s and 50s. I've a handbuilt 1980 frame with one on each fork leg.

I don't know what make of frame (my guess it was sold as a complete bicycle) it is, but think it a mass produced one, not handbuilt (lugs look rather"clunky"), and dates from the 1950s.

If you like the way it rides then it's worth refurbishing.

Looks like an early 1050's Carlton Flyer judging by what I can see from the lugs.........

Trying to make out he downtube graphics - similar to a couple of my Carlton era Suns. Probably 1950s though.
