Looks like an old olympic but never seen a braze on gear lever boss on the top tube.... is it held with a self tapper or something ?
I had one with a top tube braze on for the lever a good few years ago that frame wise was absolutely identical apart from the size, model wise there was nothing on mine to identify it unfortunately and components wise I can't say as it came to me as a bare frame but with only one braze on boss I'd assumed it would only have had the rear mech.
So I can't be a lot of help but would have the say the top tube braze on was normal and it must have been a defined model in its own right.
