Red Rolls tear at the back apart from that its fine £25

Cinelli crit. Is that the one in the photo with the black tape on it?
I'm not sure of the names, but is it the Cinelli 65? If it is 40cm wide (C-C) and is in good nick underneath the tape I would like it. (Some, if not all, Cinelli bars have the model number and width stamped on the front of the bar next to the handlebar stem).
