Painting in beautiful condition, only a scratch on the left chainstay.

Koga Miyata 60 cm

sorry I made a mistake. It's not a Cinelli stem/handlebar but a (very nice) Shimano 600AX stem and Sakae handlebar

I know the size is stated, but I'm not familiar with road bikes, so my question is: For what length gents is this suitable? 1m80-90 ?
