This is a NOS (New Old Stock), brand new set of PAUL COMPONENTS brake lever extensions. They are designed to be used with bar ends. These would allow you to apply the brakes while still holding onto your bar ends. A clever item... and Paul had a clever name for them as well, but I just don't remember what the heck it was!
