i cant say where the frame is from, it had a big trip around the continent. i bought it in vienna 8 weeks ago, but it's to big for me.

shipping to california - 40,- will be enough i think.

yes, it is still available. shipping to japan is possible, but a little bit more expensive. 45,- for insuranced shipping.
