1/8th and 140mm with quite a bit of rise (15 degrees?)

how much steerer tube would this take up old chap? I've not a lot to play with y'see - was thinking the single bolt might help me but not sure as I've never got my mitts on a syncros b4 :?

cheers... same rules apply with Syncros stems I guess (I have about 32mm to play with
